Tenants at 769 4th Avenue and 273 23rd Street report that their landlords, Steven and Mary Locicero, have repeatedly harassed them. Many of the tenants say they have problems like rodents, mold, peeling lead paint and inadequate heat.
These tenants are rent stabilized and have the right to live in peace!
